After a detailed risk assessment of the three available options, we strongly recommend Solution C (Land Purchase & New Build).

While Solutions A and B appear viable on the surface, they both fail to meet the company’s mandatory capacity requirements, creating an immediate housing shortage. Solution C is the only option that accommodates the entire workforce (200 workers + 50 families) while offering the scalability and quality necessary for long-term employee retention. We have developed specific strategies to address budget and logistics concerns below.


2. Risk Assessment of Alternatives

To ensure due diligence, we evaluated the other options. Both present unacceptable risks to the project success:

Solution A: Al Qasim Tower (The "Capacity Risk")

  • Critical Failure: This building is physically too small. It leaves 20 workers and 10 families without homes on day one.

"The Future-Proof Solution"

Solution C is a new construction project. It provides:

  1. Full Capacity: Houses all 200 workers and 50 families immediately.

  2. Scalability: Options to build more in the future if the company grows.

  3. High Living Standards: Includes recreational facilities, solving the morale issue.

Addressing Key Challenges

We recognize two primary concerns with this option: Budget and Location. Here is our mitigation strategy.

A. Budget Strategy: "Phased Construction"

  • The Concern: The total estimate is £4.1m ( £300k over the £3.8m limit).

  • The Fix: The current plan includes 6 blocks of flats for 60 families. However, the requirement is only for 50 families.

  • Our Proposal: We will apply Value Engineering by constructing 5 blocks initially.

    • This reduces the immediate build cost, bringing the project under the £3.8m cap.

    • The land remains yours, preserving the option to build the 6th block later (Scalability).

  • The Concern: 6km is perceived as too far compared to other options.

  • The Fix: We view this distance as a benefit for Work-Life Separation. It physically removes workers from the industrial environment, improving mental health.

Why is this the best investment for the Oil Company?

  • Asset Appreciation: You are purchasing land and a brand-new building. Unlike Solution A (a specialized tower) or Solution B (an old hotel), new residential land retains value.

  • Employee Retention: High-quality housing with recreational space reduces staff turnover. The cost of replacing skilled workers is far higher than the cost of a shuttle bus.

  • Zero "Homelessness" Risk: This is the only plan where you do not have to tell 20 employees they have nowhere to sleep.

5. Conclusion & Next Steps

We are ready to proceed with Solution C using the Phased Construction approach. This secures the land, meets all housing needs, and respects the £3.8m budget ceiling immediately.

We request approval to begin the government planning process to ensure the 6-month deadline is met.
